I think this is as much of Fulci’s elaborate backstory as we’re likely to get. I went into it in some detail a while back — he’s actually one of the most interesting characters in the series to me, behind the scenes: a completely amoral man, but thoroughly dedicated to !SCIENCE! in that great Doctor Frankenstein sort of way.

PANEL ONE
Blakeney is in his office on the phone.
BLAKENEY
I see. Yes. I understand.

PANEL TWO
BLAKENEY
We never had this conversation.

PANEL THREE
Blakeney pauses for a moment, staring at his desk.

PANEL FOUR
On the phone again.
BLAKENEY
John?

PANEL FIVE
John, still surrounded by the military, is on his cell phone.
JOHN
Yes?
BLAKENEY
Is Ellard nearby?
JOHN
Yes, he--
BLAKENEY
Don't talk then. Just listen.

PANEL SIX
BLAKENEY
In March of 1999, we captured and detained a scientist named Fulci in Kosovo. He was working on gene-targeted viruses.

PANEL SEVEN
Among the papers on Blakeney's desk, a medical report with a photo of Fulci (while alive).
BLAKENEY
He was being held here in a secure facility until 2005. Very quietly.
BLAKENEY (2)
In June of 2005, he died. Heart attack. I have the medical report.

PANEL EIGHT
Blakeney has a server log on his computer screen.
BLAKENEY
Funny thing: he's still retrieving data from his secure accounts.
